O privare de libertate lasata nereglementata de legislatia româna, si care naste abuzuri din partea politiei. Oricine poate fi la un moment dat în situatia asta, confundat cu altcineva pe strada sau saltat de politie doar pentru ca e la locul potrivit într-un moment nepotrivit.

APADOR-CH

Cu sau fara violenta, dar de cele mai multe ori cu exces de zel, politistii sau jandarmii aduc la sectie persoane sub pretextul identificarii.


Acelasi pretext, favorizat în lege de o banala virgula, permite organelor de ordine sa retina cetateanul spre identificare în sectia de politie, pâna la 24 de ore, desi de cele mai multe ori ar fi suficient sa-l legitimeze pe strada.


Peste 125.000 de astfel cazuri au fost înregistrate numai în 2010 în toata tara.

În aprilie 2011, Asociatia pentru Apararea Drepturilor Omului în România – Comitetul Helsinki (APADOR-CH) a lansat, cu sprijin financiar din partea Trust for Civil Society in Central and Eastern Europe, un proiect care are ca scop armonizarea legislatiei române – privind conducerea administrativa a persoanei la sediul politiei – cu standardul international în materie, în special cu Protocolul Aditional la Conventia Natiunilor Unite împotriva Torturii (OPCAT) pe care România l-a ratificat în aprilie 2009.


APADOR-CH cere modificarea legii astfel încât retinerea în sectia de politie pentru identificare sa nu dureze mai mult de 4 ore.


Acesta este jurnalul demersului APADOR-CH, de modificare a legislatiei. Puteti citi aici despre cazuri în care politistii sau jandarmii au facut exces de zel în „identificarea” persoanelor, ce spun legile românesti în materie, cum e în alte tari, ce spune politia, ce spune jandarmeria.

Si mai ales, veti afla ce drepturi aveti si care ar trebui sa fie conduita oricui atunci când se trezeste în duba politiei, fara sa stie ce i se întâmpla.

For a little over 50 years, an elite organization has met all around the world in total secrecy with nearly zero press coverage. Abby Martin looks closer at Bilderberg's global policies for a new world order as RT readies to cover this year's event later this week.

Brief history

Bilderberg takes its name from the hotel in Holland, where the first meeting took place in May 1954. That pioneering meeting grew out of the concern expressed by leading citizens on both sides of the Atlantic that Western Europe and North America were not working together as closely as they should on common problems of critical importance. It was felt that regular, off-the-record discussions would help create a better understanding of the complex forces and major trends affecting Western nations in the difficult post-war period.
The Cold War has now ended. But in practically all respects there are more, not fewer, common problems - from trade to jobs, from monetary policy to investment, from ecological challenges to the task of promoting international security. It is hard to think of any major issue in either Europe or North America whose unilateral solution would not have repercussions for the other.
Thus the concept of a European-American forum has not been overtaken by time. The dialogue between these two regions is still - even increasingly - critical.

Character of meetings

What is unique about Bilderberg as a forum is

 

  • the broad cross-section of leading citizens that are assembled for nearly three days of informal and off-the-record discussion about topics of current concern especially in the fields of foreign affairs and the international economy;
  •  
  • the strong feeling among participants that in view of the differing attitudes and experiences of the Western nations, there remains a clear need to further develop an understanding in which these concerns can be accommodated;
  •  
  • the privacy of the meetings, which has no purpose other than to allow participants to speak their minds openly and freely.

 

In short, Bilderberg is a small, flexible, informal and off-the-record international forum in which different viewpoints can be expressed and mutual understanding enhanced. Bilderberg's only activity is its annual Conference. At the meetings, no resolutions are proposed, no votes taken, and no policy statements issued. Since 1954, fifty-nine conferences have been held. For each meeting, the names of the participants as well as the agenda are made Public and available to the press.

Participants

Invitations to Bilderberg conferences are extended by the Chairman following consultation with the Steering Committee members. Participants are chosen for their experience, their knowledge, their standing and their contribution to the selected agenda.
There usually are about 120 participants of whom about two-thirds come from Europe and the balance from North America. About one-third is from government and politics, and two-thirds from finance, industry, labour, education and communications. Participants attend Bilderberg in a private and not an official capacity.

Governance and Funding

Bilderberg is governed by a Steering Committee which designates a Chairman; members are elected for a term of four years and can be re-elected. There are no other members of the Bilderberg conference. The Chair's main responsibilities are to chair the Steering Committee and to prepare with the Steering Committee the conference program, the selection of participants. He also makes suggestions to the Steering Committee regarding its composition. The Executive Secretary reports to the Chairman.

The expenses of maintaining the small Secretariat of the Bilderberg meetings are covered wholly by private subscription. The hospitality costs of the annual meeting are the responsibility of the Steering Committee member(s) of the host country.

Le più colpite sono state le province di Buzau e Vrancea (est), dove è stata istituita l’allerta, perchè la maggior parte delle località disastrate si trovano in zone collinari e montuose a forte rischio frane. Stando all’Ispettorato generale per le Situazioni di Emergenza, in tutto il paese sono state allagate circa 800 masserie e attinenze, ma anche centinaia di ettari di campi coltivati. Sono state inoltre danneggiate diverse strade provinciali e comunali e tratti di ferrovia, e diversi ponti e ponticelli sono stati distrutti dalle piene.

Oltre 600 dipendenti del Ministero degli Interni mobilitati nelle zone con problemi sono stati impegnati accanto a centinaia di volontari a contenere gli effetti disastrosi delle alluvioni. Migliaia di abitanti dei paesini rimasti isolati sono ancora in attesa di aiuto. Il premier Victor Ponta ha chiesto ai ministri un rapporto sulla situazione creata dai recenti nubifragi.

I meteorologi annunciano che le piogge continueranno nei prossimi giorni e che l’allerta allvioni resta valida. Dal canto loro, gli idrologi ammoniscono sul rischio torrenti sui versanti montuosi e sul rischio piene sui fiumi. Come se il maltempo non bastasse, la Romania si confronta questi giorni anche con problemi causati dall’inquinamento. Sul fiume Oltet nella provincia di Olt, nel sud-ovest del Paese, si è rotto un oleodotto causando una macchia di petrolio che si è estesa su un’area di due chilometri e le autorità cercano di limitare i danni ambientali costruendo una diga assorbente. La scorsa settimana, c’era stato un altro spargimento di petrolio sul fiume Cotmeana della provincia di Arges, nel sud. Gli specialisti hanno cercato senza successo di prevenire l’allargamento della macchia di petrolio in seguito ai nubifragi.
